TO: License Plate Issuing Officials
SUBJECT: 2022 Legislative Acts

Legislative Acts 2022-342 and 2022-356 established §32-6-64.2, Code of Ala. 1975, authorizing licensing officials the ability to contract with a third party, upon approval by the county commission, to provide materials for print-on-demand validation decals, emblems, and registration receipt forms. Any licensing official entering into a third-party contract must have the materials reviewed and approved by the Department of Revenue prior to issuance to ensure statewide uniformity. This act became effective April 13, 2022.

Legislative Act 2022-350 established Alabama law to exempt the Most Worshipful Prince Hall Grand Lodge Free and Accepted Masons of Alabama and the Most Worshipful Grand Lodge F. and A.M. of Alabama from payment of all state, county, and municipal fees and taxes until September 30, 2027, unless extended by an act of the legislature. This act takes effect July 1, 2022.

Legislative Act 2022-344 amends §40-12-395, Code of Ala. 1975, to provide that supplemental license requirements for off-site sales do not apply to new and used motor vehicle dealers delivering or selling a motor vehicle to a customer at the customer’s home or place of business. This act takes effect July 1, 2022.

Legislative Act 2022-144 establishes the Uniform Certificate of Title for Vessels Act. The act provides requirements for owners of certain vessels to obtain certificate of title. Licensing Officials are authorized by this act to be agents of the department in assisting with the applications for title. The fee for each application will be $20 along with a $5 service fee that may be charged by each agent. The act takes effect January 1, 2024, and more information regarding its implementation will be provided at a later date.

Legislative Act 2022-206 amends §40-12-248, Code of Ala. 1975, to provide that the forest products license plates, previously issued for trucks to transport forest products from the point of severance to a sawmill, to a papermill, or to a concentration yard, would now be limited to trucks or truck tractors owned and used by persons for activities reasonably related to the harvesting and processing of forest products (e.g. to allow for the transporting of forest product harvesting equipment.) This act became effective April 4, 2022.
