Applications for Alabama certificate of title must be made through a designated agent of the Department. Designated agents include: County License Plate Issuing Officials, licensed Alabama motor vehicle dealers, and financial institutions located in Alabama such as banks and credit unions.
Applicants may apply online using the Public Title Portal to apply for a replacement title, record a lienholder on a title, or release an existing lien.
Motor vehicles are registered through license plate issuing offices in the county in which the owner resides.

The Motor Vehicle Division is responsible for the issuance of vehicle titles, maintenance of vehicle records, the administration of the Mandatory Liability Insurance law, and the issuance of motor vehicle regulatory licenses.
